How much does 2D animation software cost?

My son has told me that he wants to start creating cartoons on the computer, and he has asked me to buy some software so that he can do this. How much does this type of 2D cartoon animation software cost? Is it very expensive? I really want to get this for him since I think it is educational and will help him get more art and computer skills. Can anyone tell me what a good 2D animation program is for kids? I am not even sure which program I should buy for him. I should ask him if he has a preference.
